Why Manufacturing Sites Need a Tailored Scope
Most commercial exterior cleaning scopes describe surfaces. On a manufacturing site the surface is often the least important variable.
What matters is what has been deposited on it. Process emissions, particulate from material handling, overspray, coolant and lubricant carryover, product residue, and whatever has escaped containment over the years. Those determine which cleaning agents are appropriate, what PPE the crew needs, whether the wash water is a regulated waste, and in some cases whether wet cleaning is permitted at all.
A vendor cannot assess this from the outside. They can see the staining; they cannot know what produced it. That information has to come from the site, which makes the scoping conversation collaborative in a way it is not on an office building.
The other structural difference is that a manufacturing site has active operations with real exclusion zones and permit requirements. Access is a compliance question rather than a logistics one.
Identify Surface Contamination and Affected Materials
Work from the process outward rather than from the stain inward.
By source, ask:
- What is emitted or handled at this facility, and where does it settle?
- Which exterior surfaces are downwind of a stack, a vent, or a material transfer point?
- Where has product, raw material, or intermediate been spilled or handled outdoors?
- Where do coolants, lubricants, or hydraulic fluids reach exterior surfaces?
- Is there overspray from a coating or finishing operation?
- Are there legacy areas where a former process left residue?
- Has anything been remediated previously, and is there a record?
By surface, record:
- Material and coating: metal panel, coated steel, precast, block, concrete, asphalt
- Contamination type and approximate extent
- Whether the contamination is loose particulate, bound residue, or has penetrated the surface
- Coating condition, since some residues attack coatings and cleaning a failing coating removes it
- Corrosion, which frequently indicates a chemical rather than a weather cause
- Any surface where the material and the contaminant react badly with common cleaning chemistry
Then characterize. Whether wash water from a given zone is ordinary washwater, industrial wastewater, or a regulated waste is a determination the site makes with its environmental function. It has to happen before scoping, because it can change the cost of a zone by an order of magnitude and occasionally rules out wet cleaning entirely.
Map Access, Active Operations, and Exclusion Areas

Also record the site's own requirements: contractor onboarding, site-specific induction, PPE beyond standard, escort requirements, and lead times for each. These frequently exceed the duration of the work itself and are the most common cause of a delayed start.
Build a Cleaning Sequence and Site Plan

- What is the waste characterization for each zone's wash water?
- What is the approved disposal path, and who arranges it?
- Are there zones where wet cleaning is prohibited?
- What PPE and training are required, and what is the onboarding lead time?
- Which zones require permits, and who issues them?
- What are the exclusion zones and when do they change?
- What does the site stormwater plan or discharge permit require?
- Is there an existing separator or treatment system, and can it take this?
- Who is the site contact with authority during the work?
- What documentation does the site require for its own records?
- Are there surfaces where cleaning would remove a failing coating and expose a repair need?
That last question is worth thinking about before the work rather than during it. On corroded or coating-failed surfaces, cleaning frequently reveals a repair, and it is better to expect that than to discover it.
